Cluj-Napoca established a centre for civic innovation and imagination to encourage debate and collaboration among community representatives and city stakeholders about urban projects. Civic Imagination and Innovation Center started as a place for public debates where local government representatives, citizens and specialists from economic and academic fields met and discussed the challenges and necessary urban transformations of the city.

The centre has enabled the creation of levers, such as public debates oriented towards addressing urban problems and bridging the gap between three key groups: the city administration, experts and residents. The move has enabled more innovation and new ideas, allowing the community to become involved and to have more interaction with the changes to their city.

Civic imagination and Innovation Center is the main participatory governance tools of Cluj-Napoca Municipality and the meetings of Cluj-Napoca Local Coalition are organized under its umbrella.

In the last 6 years, CIIC became a laboratory in which we develop and test various forms of collaboration and partnerships between local actors, in order to support participatory practices and to encourage discussions on urban innovation projects. Cluj-Napoca: Children imagine the future of the city in educational workshops focused on the green dimension

Project background

In 2022, the Municipality of Cluj-Napoca was selected within the European Union Mission “100 smart and climate-neutral cities by 2030”, assuming the clear direction of accelerating climate neutrality.

The Mission’s ambition is to support, promote and value 100 European cities in their transformation towards climate neutrality. In the call for Net Zero Cities projects launched by the European Commission, the project of the Cluj consortium “Blueprint for Net-Zero Apartment-block Neighborhoods”, coordinated by the leading partner – the Municipality of Cluj-Napoca, was declared the winner, and the total value of the project is 1.5 million euros, 100% non-refundable financing. The aim of this pilot project is to generate a comprehensive plan for the transition to climate neutrality in the Mănăștur neighborhood and to develop a consistent model that can be replicated in other neighborhoods of the city.

At the same time, our Municipality is one of the first 10 cities in the EU to receive the Mission’s “green” label, for the comprehensive plan to achieve climate neutrality that it proposes. The Mission Label has the role of facilitating the access of the Municipality of Cluj-Napoca to European, national and regional funding, but also to private investments. Following the review process of the submitted documents, the European Commission validated the Cluj-Napoca 2030 Climate Action Plan, and Cluj-Napoca Municipality received the Mission label. The “EU Mission Label” is a recognition of the city’s efforts to think of a complex plan for the green transition and a validation of the actions and projects that the Cluj municipality is running.

Together with local project partners: Technical University of Cluj-Napoca (UTCN), TREC Cluster Association, Cluj Metropolitan Area (ZMC), Babeș-Bolyai University (UBB), Transilvania IT Cluster, Urbannect Association, Order of Romanian Architects, Transilvania Branch , the City Hall of Cluj-Napoca will periodically carry out activities similar to the one carried out at the Dacia cinema throughout the project’s implementation period.

During the workshops, the consortium partners answered the children’s questions and provided them with information about the transition process to climate neutrality in their own way, practically combining play with concrete information.

At Cinema Dacia in the Mănăștur neighborhood, a pilot workshop was held within the “Blueprint for Net-Zero Apartment-block Neighborhoods” project, under the auspices of the CIIC – Civic Innovation and Imagination Center – with the help of QUB Education and the Cluj Cultural Center. More than 100 children imagined the future of the city through play in this activity

Middle school students made Christmas cards, robots, candles, toys, body creams and other items from recyclable materials or old, reused items. The main objective of this workshop is to educate students on the importance of the 3Rs: reduce, reuse and recycle. This direction is one assumed by the municipality and means the involvement of every member of the community in the efforts to obtain a cleaner environment on the way to climate neutrality.with information about the transition process to climate neutrality in their own way, practically combining

First CIIC public debate for presenting Cluj-Napoca 2030 Climate Action Plan

The Cluj-Napoca Climate Action Plan 2030, developed within the EU Mission for ‘100 Intelligent and The Cluj-Napoca Climate Action Plan 2030, developed within the EU Mission for ‘100 Intelligent and Climate-Neutral Cities by 2030’, was presented during a debate under the auspices of the Center for Innovation and Civic Imagination on Wednesday, July 26, 2023. This debate represents just the beginning of a complex process, to which the City Hall and its partners invite all city actors, from citizens to institutions, NGOs, and companies to join this common effort.

The Pilot Cities Programme is a crucial part of accomplishing the objectives of the EU 100 Cities Mission, which aims for these cities to accelerate climate-neutrality by 2030.
