Cluj Napoca Municipality and City Council

Cluj-Napoca City Hall is the lead partner of the consortium. The institution is responsible for the administration of the city and has an overview of the stakeholder ecosystem existent within the city. The City Hall has assumed in the last few years the role of a facilitator within the community, putting together resources and stakeholders in order to propel the city forward.

Babes-Bolyai University Cluj

Babeș-Bolyai University, a public higher education establishment, is dedicated to fostering and advancing science based decisions for public local, regional, national, and international contexts.

This initiative involves two research groups from UBB and their aims are threefold: firstly, to conduct a behavioural, perceptual, and modelling study on the individual adaptation of residents and businesses to climate neutrality, using surveys and interviews; secondly, to examine mobility patterns to understand how private car journeys can be substituted with green transportation methods; and thirdly, to identify both atmospheric and surface urban heat islands through remote sensing, correlating these findings with indoor and outdoor air pollution measurements to enhance early warning systems.

The Technical University Cluj Napoca

Research, alongside education, is the primary priority of the Technical University of Cluj-Napoca.

Research structures are present in all of the University's Faculties, from teams, groups,laboratories and research centers. Performance anchored in the perspective of the socio-economic environment and international cooperation, as well as scientific novelty and interdisciplinarity are some of the characteristics our research environment. The involvement of the Technical University of Cluj-Napoca in the NZC Project is represented through EMARC, ENTREC and CPU.

The Transylvania Branch of the Romanian Order of Architects (ROAT/ OART) is entirely committed to overseeing the architectural profession, emphasizing the significance of moral and ethical values, of good practices, of high standards, creativity, and of academic challenges. We undertake the mission of establishing the legislative, professional, and competitive framework essential for achieving excellence in the multiple contexts of the architectural profession.

Transylvania Energy Cluster

TREC-Transylvania Energy Cluster was born as a result of local actors becoming aware of the importance of changing the perception of the use of renewable energy resources and the opportunities resulting from their proper exploitation.

We are linking networks, business partners and R&D organizations from Nord West Region of Romania – Transylvania Area. TREC is a platform for R&D driven innovations in alternative energy, renewables, energy efficiency and advance environmental technologies and environment protection.

With over 180 member companies, we serve as a vital link between visionary tech professionals, experts and entrepreneurs, fostering a culture of innovation, growth and global connectivity. Transilvania IT seeks to develop synergies between different industries and the IT&C sector and aims to develop trans-sectorial innovative projects through matchmaking sessions and B2B events.

Urbannect Association Cluj

Urbannect started in 2014 with the aim of providing a platform to connect and engage city citizens.

Urbannect started its activity in 2014, with the aim of providing the inhabitants of the city with a platform for connection and involvement. During these 10 years, the NGO organized 103 events aimed at encouraging civic engagement in debating and solving topics for step-by-step modeling of the city: urban regeneration, cultural activation of neighborhoods, celebration of multiculturalism, social-cultural contact between generations and now, raising awareness of the need for action to mitigate the effects of climate change. The vision of the association is the development of an informed and involved community, actively engaged in the construction and implementation of urban public policies.

The Cluj Metropolitan Area

The Cluj Metropolitan Area is constituted as an inter-community development association, in accordance with the provisions of law no. 351 of July 6, 2001

Regarding the National Territorial Development Plan, the provisions of G.O. no. 26/2000 regarding associations and foundations, with the amendments and additions brought by Law no. 246 of July 18, 2005, and in full accordance with the provisions of law no. 215/2001, with subsequent amendments and additions, constituting the Intercommunity Development Association Cluj Metropolitan Area.

The funding will complement the support provided already by the City Advisors and the Consortium partners of NetZeroCities. The Pilot Cities Programme is a crucial part of accomplishing the objectives of the EU 100 Cities Mission, which aims for these cities to accelerate climate-neutrality by 2030.
